Human beings are, biologically speaking, terrible at surviving. If you drop a naked human into the wild, they will almost certainly die of exposure, starvation, or being eaten by something with sharper teeth than us. To combat this, we invented “The Great Indoors.” We built caves, then huts, then castles, and finally, semi-detached houses with pebble-dash finishes.
The deal with The Great Indoors is simple: The outside is chaotic, wet, and cold. The inside is supposed to be controlled, dry, and warm. It is the primary survival technology of our species.
But here is the thing about Ireland: For a country that is wet and cold for roughly 14 months of the year, we are surprisingly bad at the “warm and dry” part. If you are reading this in a rented house in Dublin, Cork, or Galway, there is a statistically significant chance that you are wearing a hoodie right now. Inside.
This post is about two islands. Both are green, both are obsessed with rugby, and both have a history of building houses that act less like shelters and more like “wooden tents.” One of these islands—New Zealand—recently decided that freezing its citizens was a bad idea and did something radical about it. The other island—Ireland—is still thinking about it.
We are going to dive deep into the world of R-values, the “Split Incentive” paradox, and why a policy from the bottom of the world called the “Rental Warrant of Fitness” might be the only thing that can fix the Irish rental crisis. But first, we need to talk about your body heat.
Part 1: The Physics of Being Miserable
Your body is essentially a biological radiator. You generate heat (about 100 watts, roughly the same as an old lightbulb) and your body wants to dump that heat into the environment. When the air around you is 21°C, your body dumps heat at a comfortable rate. You feel “normal.”
When the air drops to 14°C, your body dumps heat too fast. Your brain, which is a bit of a drama queen, triggers the “shiver” response to generate more heat and constricts your blood vessels to pull warm blood away from your fingers and toes to keep your vital organs alive. This is why you feel miserable.
In a house, the battle is between the heat you generate (radiators, fires, your own body) and the heat escaping through the walls, roof, and windows.

In Ireland, we have a metric for this called the BER (Building Energy Rating). But for the rental market, the BER is often just a colorful letter on a piece of paper that you ignore because you are desperate to find a place to live. The reality is that cold homes are physically dangerous, which is why the WHO housing health guidelines strictly recommend 18°C as a minimum safe indoor temperature.
Prolonged exposure to cold damages your respiratory system and thickens your blood, increasing the risk of stroke and heart attack. This brings us to a terrifying statistic: Excess Winter Mortality. Every winter, more people die in Ireland than in summer. Not from hypothermia on a mountain, but from the cumulative stress of living in cold boxes.
We lose between 1,000 and 2,000 extra people every winter. Crucially, cold countries like Sweden and Finland have lower Excess Winter Mortality rates than Ireland. Why? Because their houses work.
This is where New Zealand comes in.
Part 2: The Kiwi Intervention
A few years ago, New Zealand realized they had a problem. They were seeing rates of rheumatic fever—a disease largely eradicated in the developed world—soaring among children in rental properties. The cause? Cold, damp, mouldy homes.
The government realized that the rental market was broken. Tenants couldn’t “vote with their wallets” because there was a housing shortage (sound familiar?). Landlords had no incentive to upgrade properties because they didn’t pay the heating bills. This is known in economics as the Split Incentive.
Imagine two stick figures, Landlord Larry and Tenant Tim. Larry owns the house. Tim pays the rent and the energy bills. If Larry spends €3,000 on insulation, Tim gets the savings, but Larry gets a negative bank balance. Larry says “Nah,” and Tim freezes. The market fails.
So, the New Zealand government stepped in with a large regulatory stick. They introduced the Healthy Homes Standards which mandate specific heating and insulation levels. We can just call it the “Rental Warrant of Fitness.”
The Zone System: A stroke of genius
Instead of a one-size-fits-all rule, NZ divided the country into three Climate Zones based on how cold it gets. This is smart physics.

Zone 1 (Top of North Island): Sub-tropical, humid. Needs decent insulation, but mostly needs ventilation.
Zone 2 (The Middle): Windy, temperate. Needs stronger insulation.
Zone 3 (The South Island): Properly cold. Frost, snow. Needs heavy-duty insulation.
The regulations mandate specific “R-values” for ceiling and underfloor insulation in each zone. An R-value is a measure of Thermal Resistance. Think of it like a bouncer at a club. A low R-value is a lazy bouncer who lets all the heat escape. A high R-value is a massive bouncer who keeps the heat inside the party.
Part 3: The Irish “Ah, It’ll Be Grand” Approach
While New Zealand was busy measuring R-values and dividing their country into climate zones, Ireland was taking a different approach. Our approach is largely based on the word “Adequate.”
If you look at the maintenance and repairs regulations provided by the RTB, you will see a lot of vague language. A house must have “adequate” heating and “adequate” ventilation. But what is adequate? Is a single electric bar heater in a drafty Georgian hallway adequate? Without hard numbers, it is impossible to enforce.
This ambiguity is why comprehensive retrofitting services are often ignored by the rental sector in favor of the bare minimum. When inspections do happen, failure rates are often over 70%, but landlords are rarely prosecuted for a house being “too cold” because the law doesn’t say what “warm” is.
Part 4: The 120mm Rule and The Low-Hanging Fruit
One of the most pragmatic parts of the New Zealand system is the “120mm Rule.” If a landlord in NZ can’t find the paperwork for their insulation, the inspector just grabs a ruler. If the ceiling insulation is less than 120mm thick, it fails. It must be topped up or replaced.
In the context of a whole-home strategy, this is brilliant because it targets the “low-hanging fruit.” Heat rises. In an uninsulated house, about 30% of your heat goes straight out through the roof. It is the single biggest waste of money in the Irish energy sector.

Many Irish homeowners and landlords get paralyzed by the cost of a “Deep Retrofit” (tearing everything apart, new windows, heat pumps). But fixing the attic? That is cheap. I can hear the skeptics now. “But Wait But Why Writer,” they say, “New Zealand is basically paradise. It’s sunny and warm. Ireland is a damp rock in the North Atlantic. You can’t compare them!”
Actually, I can. And I brought charts.
While Auckland (Zone 1) is mild, the South Island (Zone 3) is climatologically very similar to Ireland. Places like Dunedin and Christchurch face damp, bone-chilling winters with frosts and high humidity. If we look at the official climate data from Met Éireann, our average winter temperatures hover between 4°C and 7°C, combined with high humidity.
This is the “Goldilocks Zone” for mold growth. It’s not cold enough to freeze the moisture out of the air (like in Canada), but it’s not warm enough to dry it out. It is just damp. Extensive NIWA research has shown that in these maritime climates, mechanical ventilation and high insulation are non-negotiable for respiratory health.
If the Zone 3 standard (R3.3 insulation) is necessary for the health of people in Dunedin, it is scientifically necessary for the health of people in Dublin.
Part 6: The “Renoviction” Trap
There is a dark side to upgrading homes in Ireland, which we need to address. It’s called “Renoviction.” In Ireland, Rent Pressure Zones (RPZ) cap rent increases. However, there is a loophole. If a landlord changes the BER of a property significantly, they can reset the rent to market rates.
This incentivizes landlords to evict tenants, do a massive renovation, and then re-rent the property at a much higher price. This is why many tenants are terrified to ask for upgrades. But help is available; the government offers generous SEAI grant support which can lower the capital cost for landlords, improving the return on investment without necessarily displacing the tenant.

The New Zealand model avoids this by making the “Shallow Retrofit” (insulation and ventilation) mandatory for everyone. You don’t get a medal for doing it; you get a fine if you don’t. It sets a floor for quality that doesn’t require evicting the tenant.
Part 7: What would an Irish “Warrant of Fitness” look like?
If we were to steal the Kiwi homework and adapt it for Ireland, it would look something like this.
1. The Irish Zones
We don’t need three zones. We probably just need two. Zone A (Coastal/South) with milder winters, and Zone B (Inland/North) for the Midlands and West where frost bites harder. Different zones, different R-values.
2. The Moisture Police
New Zealand mandates mechanical extraction fans in kitchens and bathrooms. In Ireland, we rely on passive wall vents. The problem with passive vents is that when it’s windy, they create a freezing draft. So, tenants block them, trapping moisture. We need to mandate fans that suck the wet air out, rather than relying on the wind to blow it out.

3. The Enforcement Squad
We need a dedicated team that randomly audits rentals. No more waiting for a terrified tenant to complain. If you rent out a car, it has to be roadworthy. If you rent out a house, it should be life-worthy.
Part 8: The Cost of Doing Nothing
The argument against this is always cost. “Landlords will leave the market!” “Rents will go up!” But we have to look at the cost of the status quo. We are spending millions treating respiratory illnesses in hospitals.
We are missing our national carbon targets because our housing stock leaks energy like a sieve. More importantly, CSO mortality statistics paint a grim picture of our winter health outcomes compared to our European neighbors. We cannot reach Net Zero—or Zero Preventable Deaths—without fixing rentals.

The beauty of the “Warrant of Fitness” model is that it forces the market to price in the quality of the building. Currently, a freezing cold apartment rents for almost the same as a warm one, because supply is so low. Regulation forces the bottom of the market to step up.
Conclusion: The Moral Imperative
We often think of housing standards as a boring bureaucratic box-ticking exercise. But really, it is about empathy. It is about acknowledging that the person living in the house has the same physiology as the person owning it.
New Zealand has shown that it is possible to regulate for warmth. They proved that you can use the law to fight physics and win. They accepted that the “Split Incentive” is a market failure that requires government intervention. Ireland has the grants. We have the technology. We have the data.
