Why Your Neighbour Suddenly Cares About Heat Pumps: A Deep Dive Into Ireland’s Great (and Caffeinated) Home Energy Mission

Let’s be honest. For the longest time, “home energy” was a topic with all the thrilling magnetism of chartered accountancy. You knew it was important, you got a bill for it, and you knew your da was obsessed with turning off the immersion. It was just… there.

You might have heard words like “retrofit” or “BER rating” floating around, probably from someone trying to sell you a house or from a very earnest ad on the radio. You’d nod, think “sounds expensive,” and go back to worrying about whether it’s bin night.

But then, sometime around 2022, everything changed.

Suddenly, your neighbour—the one you only ever nod to—is talking about his “air-to-water system.” Your friend in work is analysing her “solar array’s output.” People are using phrases like “fabric first” and “U-values” in polite conversation. And the energy bill that lands on your mat has started to look less like a bill and more like a ransom note.

What happened? Did everyone simultaneously do a night course in thermodynamics?

No. What happened is that you’re living through the opening act of one of the biggest, most ambitious, and most urgent national projects in Ireland’s recent history. The entire country—from the government down to your neighbour—is on a new, highly-caffeinated mission. And the mission, in short, is to stop living in glorified, expensive-to-run sieves.

We’re in the middle of a massive, multi-billion-euro pivot. And it’s all because we finally, collectively, realised our old way of doing things was completely, fundamentally broken.

 

The Tale of Two Buckets (Or, Why Ireland’s Old Plan Was Doomed)

To understand what’s happening now, you have to understand what we were doing before. And the best way to do that is with an analogy. Stay with me.

Imagine your house isn’t a house. It’s a Leaky Bucket.

You have to keep this bucket full of water (which is Heat). To do this, you have a tap (your Boiler). The problem is, your bucket is ancient and full of holes.

  • There’s a massive hole in the lid (your Attic).
  • There are hundreds of smaller holes all over the sides (your Walls and Windows).
  • There are little gaps everywhere (your Draughts).

To keep the bucket full, you have to run your tap all the time. You’re pouring gallons of expensive, metered water (your Energy Bill) into the bucket, only for it to gush out the sides. It’s stressful, wasteful, and costs a fortune. This is a G-rated or F-rated house.

For decades, the Irish government’s “solution” to this was what I’ll call the “À La Carte” Health Plan.

This was the old Better Energy Homes (BEH) scheme. The government stood there like a stressed parent and said, “Look, I’ll give you a €5 voucher for one apple.” Or “I’ll give you €10 off one gym visit.”

In house terms, this meant: “Here’s a few hundred quid if you patch one of the holes. Your choice.”

And what did we all do? We did the easiest, cheapest thing. We took the grant for attic insulation. We patched the hole in the lid. The data shows this clearly: in 2017, for example, the SEAI processed grants for over 20,400 attic insulations, far more than for the more complex (and expensive) wall insulations.

This wasn’t stupid. Patching the attic hole is a great, cost-effective first step. But it didn’t solve the real problem. We were all still living in incredibly leaky buckets, just with a slightly tighter lid. We were still burning a catastrophic amount of fossil fuel to keep them warm.

The “À La Carte” model was a failure. Not because it was bad, but because it was aimed at the wrong goal. It was aimed at installing measures (selling apples) instead of achieving an outcome (making you healthy).

Then, Everyone Got Two Enormous Nudges

This incremental, “patch-a-hole-here-and-there” approach would have trundled along for another decade, except for two enormous events that hit Ireland like a one-two punch.

Nudge 1: The Planet (The 2019 “Oh Crap” Moment)

The first nudge was the 2019 Climate Action Plan. After years of being a “climate laggard,” Ireland published a plan that, for the first time, had real, legally-binding teeth. It looked at our emissions and had a proper “come to Jesus” moment.

A huge chunk of our emissions came from “the built environment”—a fancy term for our leaky buckets. The plan set a new, terrifyingly ambitious target: we had to get 500,000 existing homes upgraded to a B2 Building Energy Rating (BER) or better by 2030.

This single target rendered the old “À La Carte” plan obsolete overnight. You can’t get to a B2 rating by just patching the attic. A B2 rating isn’t a patched bucket. A B2 rating is a brand-new bucket.

This policy pivot is the single most important reason everything changed. The National Retrofit Plan was born. The goal was no longer “help people patch holes.” The goal was “mass-produce half a million new buckets, immediately.”

Nudge 2: The Wallet (The 2022 “OH CRAP” Moment)

The 2019 plan was the “why.” But the 2022 global energy crisis, sparked by the war in Ukraine, was the “why right now.”

Energy prices didn’t just rise; they went vertical. As RTE and others reported, electricity and gas bills doubled or tripled. That ransom note on your mat was suddenly very, very real.

For the first time in history, two massive, abstract concerns became one very immediate, personal problem:

Climate Change (a slow, global problem)

Energy Security (a sudden, wallet-emptying problem)

Suddenly, everyone wanted a new bucket. The government had a plan, and the public, for the first time, was desperate for it.

So, What’s a “BER” and Why is “B2” the Magic Number?

You’ve seen the BER certificate. It’s that rainbow-coloured thing that looks like the energy label on a fridge. It’s basically the NCT for your house’s energy efficiency. And understanding it is key to understanding the entire national mission.

Let’s do a quick breakdown:

  • G-F Rated: A sieve. A tent. A 1970s bungalow that’s basically just a very large, single-glazed window. You might as well be heating your garden.
  • E-D Rated: “Average” Irish housing stock. A typical semi-d from the 80s or 90s. Leaky, poorly insulated, but not catastrophic.
  • C Rated: “Not bad.” Probably had some work done. Maybe the attic is insulated and it has a newer boiler.

Here’s the scary statistic: according to the Central Statistics Office (CSO), as of the end of 2023, a mind-blowing 69% of all audited Irish homes were C-rated or worse. That’s the legacy of leaky buckets we’re dealing with.

Now, the good end of the scale:

  • B2 Rated: This is the Magic Number. This is the official “new bucket.” A B2-rated home isn’t just patched. It has been transformed. It means it has high-level insulation everywhere (walls, attic, floors), excellent air-tightness, and almost always a high-efficiency heating system, like a heat pump.
  • A-Rated: A thermos flask. A brand-new build. A passive house. These homes sip energy. They are the endgame.

The 500,000-home target isn’t about getting everyone to an A-rating. That’s often impossible without knocking the house down. The goal is to get that massive, 69% chunk of C-G-rated homes and drag them, kicking and screaming, up to the B2 standard. That, right there, is the whole game.

The New “Full-Service” Health Plan for Houses

Because the goal changed (from “patch a hole” to “get to B2”), the method had to change completely.

The “À La Carte” €5-apple voucher was scrapped. In its place, the government created the National Home Energy Upgrade Scheme. And this scheme is totally different. It’s not a list of vouchers. It’s a “Full Health Plan.”

It works like this:

  1. The Assessment: You don’t just “buy insulation.” You get a full, top-to-bottom assessment from a professional. This is the “full physical” for your house.
  2. The Prescription: The assessor gives you a bespoke “Pathway to B2.” It’s a detailed report showing exactly what your house needs to become a new bucket.
  3. The Treatment: This is where the new “Full-Service Providers” (the official term is “One-Stop Shops,” but we can’t use that, so let’s call them the “Project Managers”) come in. These are SEAI-registered companies that manage the entire job for you. They hire the insulation guys, the heat pump guys, the window guys. They handle all the paperwork. They are your “health co-ordinator.”
  4. The Subsidy: Because this is a massive job (costing tens of thousands), the government pays for a huge chunk of it—up to 50% of the total cost. The grant is paid directly to the Project Manager, so you only pay for your share.

This is a profoundly different model. The state is no longer a passive “grant payer.” It’s an active “market maker,” funding and co-ordinating half-a-million full-house transformations.

The ‘Why’ Behind the ‘What’: A Procrastinator’s Guide to Home Energy

This new “whole-home” approach forces us to think differently. As human beings, we’re all procrastinators. We’re wired to do the easiest or “sexiest” thing first.

In home energy, the “sexy” thing is solar panels. You see them everywhere. It’s very tempting to think, “Great, I’ll just get Solar Panels Dublin to stick some of those on my roof and my bills will go to zero!”

This is “old bucket” thinking. And it’s the wrong way to start.

Putting solar panels on a G-rated house is like strapping a giant, expensive funnel to your leaky bucket. Yes, you’re catching more “free” water (sun energy) when it rains (shines). But you’re still leaking all the expensive, metered water (grid energy) you buy every night from the holes in the side.

The entire Irish retrofit strategy is built on one, non-negotiable principle: FABRIC FIRST.

You must seal the bucket before you upgrade the tap. It’s the “eat your vegetables” of home energy. It’s the boring-but-essential work that makes everything else possible. “Fabric” means three things:

  1. Attic Insulation: This is still the #1 no-brainer. Heat rises. An uninsulated attic is like walking around in winter with no hat. It’s the biggest, easiest hole to plug.
  2. Wall Insulation: This is the big one. This is the “cosy jacket” for your whole house. If your home has cavity walls (mostly 1980s onwards), they can be pumped full of insulation. But if you have solid walls (most older homes), you need to wrap the outside of the house in a giant, high-tech duvet. This is called external wall insulation Dublin (ding ding!) and it is one of the single most transformative upgrades you can do. It plugs thousands of little holes at once.
  3. Windows & Doors & Air-Tightness: Upgrading to modern, triple-glazed windows and sealing all the little draughts and gaps.

This “fabric first” approach is the absolute foundation of all sensible home energy upgrades. You do this first. You turn your house from a sieve into a thermos flask.

Only after your house is a thermos… do you change the tap.

Meet the New Bosses: Heat Pumps and Batteries

Once your house is a sealed thermos, it doesn’t need a giant furnace (your old gas/oil boiler) blasting heat into it 24/7. It just needs a gentle, constant topping up.

And this is where the new technology comes in.

The Heat Pump: This is the new tap. It’s not a boiler. It’s a magic energy mover. The simplest way to think of it is as a fridge working in reverse. A fridge finds heat inside the box and dumps it out the back. A heat pump finds “free” heat in the air outside (yes, even on a cold Irish day) and moves it inside your house. It’s literal witchcraft. Its “magic” is that for every 1 unit (kWh) of electricity it uses to run its compressor, it moves 3 or 4 units of free heat into your home. It’s 300-400% efficient. Your old boiler is 80-90% efficient, at best.

The Solar Panels (PV): Now the solar panels make sense! Your “thermos” house sips energy, and your heat pump is hyper-efficient. The solar panels on your roof can now provide a significant chunk of the electricity you need to run the heat pump and the rest of your house. The Battery: This is the final piece of the puzzle. The sun shines (intermittently, it’s Ireland) from 9am to 5pm. But you use most of your energy in the evening. The battery is your “energy lunchbox.” It stores all that “free” solar energy from lunchtime and saves it for you to “eat” at 7pm when you’re cooking dinner and watching TV.

This is the new “holy trinity” of home energy: A Sealed Fabric (Thermos) + A Magic Mover (Heat Pump) + A Free Source (Solar & Battery).

This is the system. This is the “B2” standard. And this is what the entire national plan is trying to build, 500,000 times over.

So… Is This Grand Plan Actually… Working?

This is the big question. We’ve got a smart plan. We’ve got a motivated public. We’re spending billions. Is it… working?

I went and dug through the data, and the answer is a very clear “Yes. But.”

The Good News: The Engine is On

The momentum is undeniable. The government has poured €1.2 billion into this since 2019. And the numbers for 2024, announced by the SEAI in a recent report, show the machine is working:

  • A record 54,000 total home upgrades were completed in 2024. That’s a 13% jump on 2023.
  • A record €416.7 million in government spending was invested in those upgrades.
  • Crucially, 21,800 of those homes were upgraded to the all-important B2-or-better standard. This is the key metric. And it’s up a massive 24% on the previous year.

The new “Full Health Plan” model is scaling, and it’s scaling fast. We’re not just selling apples anymore; we’re running a full-blown national health programme.

The Carbon Dividend: It’s an Annuity

Here’s the coolest part. The climate benefit of this isn’t a one-off. It’s an annuity. When you retrofit a house, you have permanently lowered its carbon footprint, forever.

The SEAI estimates that the 186,000 upgrades done since 2019 have secured a new annual CO2 saving of 310 kilotonnes (kt). That’s 310,000 tonnes of CO2 that is not going into the atmosphere… this year, next year, and every year for the next 30 years.

The 68,000 tonnes of annual savings from 2024’s upgrades? That gets added to the pile. It’s a permanent, compounding victory, and it’s one of the most robust ways Ireland is tackling its emissions targets.

The Big “But” (You Knew There Was One)

Okay. We’re doing great. 21,800 B2 upgrades in a year. Woohoo!

…remember the target? The 500,000 homes by 2030?

The government’s own plan states that to hit that target, Ireland needs to be delivering, on average, 75,000 B2-equivalent upgrades per year from 2026 to 2030.

Let’s just look at those two numbers again.

  • Our current record pace (2024): 21,800 per year.
  • The required pace (2026-2030): 75,000 per year.

This is what I call the “Oh Crap Gap.”

We have successfully designed and built a high-performance sports car (the new “Full Service” retrofit model). We’ve proven it works. We’ve even taken it on a track and hit a record speed (21,800).

But now the race official (the Climate Action Plan) has just walked over and told us that in 12 months, we need to be lapping the track 3.5 times faster. And we need to build 100 more of those sports cars and train 1,000 new drivers (contractors, assessors, planners) to do it.

This is the challenge for the next five years. The problem is no longer strategy. The strategy is smart. The problem is scale. Pure, unadulterated, mind-boggling scale.

What This All Means For You, A Human Who is Still a Bit Cold

This national picture is big, scary, and full of graphs. But what does it mean for you, right now, sitting in your (potentially leaky) house?

  1. The “Do Nothing” Option is Gone: The days of just grumbling and paying the bill are over. With volatile energy prices, living in a leaky bucket is no longer just “a bit cold”—it’s an active financial bonfire.
  2. “À La Carte” Thinking is Obsolete: The new system is designed to stop you from just “getting an attic done.” The grants, the providers, and the entire national mission are pushing you towards a whole-home plan.
  3. The System is Built to Help You: This is the most important part. The government is desperate for you to do this. They have removed the two biggest barriers:
    • Barrier 1: COST. The 50% grants are massive. For the most vulnerable, the Warmer Homes Scheme provides the entire upgrade for free. And to cover your share, they’ve even backed low-interest loan schemes.
    • Barrier 2: HASSLE. The “Full-Service Provider” model is specifically designed to solve the “I wouldn’t know where to start” problem. You have one project manager. One point of contact. One bill.

The past decade was about Ireland finally writing the right prescription. The next five years are about scaling up the hospital to deliver the medicine.

For you, the journey from a G-rated sieve to a B-rated thermos has never been clearer, and the support has never been greater. It all starts with the “full physical”—an assessment.
