Do Not Pump Beads Into a Wet Cavity

The hopper is already in the drive.

That is the sentence. It lives in kitchens. It lives in the quote that treats a cavity as a hole you fill, as if the wall were empty and dry and waiting for a weather of white beads.

A damp Dublin cavity is not a job for more beads. Water plus fill is a sponge in a sandwich. The camera has to see a dry, empty gap. If the cavity is a fish tank, the next wall is a wrap: external wall insulation Dublin.

A cavity is supposed to be a dry argument

A cavity wall is two leaves of masonry with a gap between them. The gap is a rain-management device, not a storage unit. The outer leaf gets wet. That is its job. Water is supposed to run down the back of that leaf, over a tray or a damp-proof course, and out the weepholes, like a polite gutter hiding inside the wall.

The inner leaf is supposed to stay dry. That is the entire personality of the construction. Wet outside. Dry inside. A gap empty enough for water to fall.

When the gap is dry and empty, a fill can be a real product. Still air, trapped. Heat has a harder walk to the garden. When the gap is wet, a fill is a sponge you have installed on purpose. You would not throw a duvet in a pond and call it a bed.

How a Dublin cavity becomes a fish tank

Dublin does not fail walls in one cinematic leak. It fails them in committee.

A damp-proof course that was a bit of slate, or a bit of bitumen, or a bit of plastic, gets bridged. The garden gets raised. A path gets poured against the brick. Render is taken down over the DPC like a scarf over a mouth. Mortar snots sit on the wall ties, each one a little diving board for water to walk from the wet leaf to the dry one. A cavity tray over a window that was never a tray, or was a tray until someone replaced the window and left it as folklore. Weepholes painted shut because they looked like defects. A leaking gutter quietly irrigating the outer leaf for a decade.

Driving rain on a west-facing gable does the rest. The outer leaf saturates. Water runs on the back face. If the drainage path is intact, it leaves. If the drainage path is a memory, the cavity holds a pond. You do not see a pond. You see a cold patch over a socket. You see skirting that has opinions.

The house is not haunted. The wall is holding water.

Water plus fill is a sponge in a sandwich

Insulation is good at holding still air. It is also, inconveniently, good at holding still water. Put a fill into a wet cavity and you have not insulated the wall. You have given the water a hotel. Beads sit in a damp mass. Fibre felts into a wick. The sandwich — outer leaf, sponge, inner leaf — now conducts cold inward with more talent than the empty wet gap did, because a wet fill is a bridge you paid for.

Researchers at Leeds Beckett put it in a grown-up sentence: cavity fill can underperform over time because of moisture, material settlement and deterioration. Moisture is this essay. Settlement is the other one. A 1987 Dublin semi is a weather machine with a mortgage. You need a camera before you need a hopper.

Technical Guidance Document L is the official rulebook for how dwellings are supposed to conserve fuel and energy. A U-value is a score for how easily heat walks through a wall. Low is good. A dry filled cavity can be a decent score. A wet filled cavity is a score wearing a certificate and a smell.

The inner face of a wet sandwich does what wet cold plaster always does. It grows a personality. Mould is not a lifestyle. It is physics with spores.

The camera has to see a dry, empty gap

You cannot diagnose a fish tank from the footpath. Stained brick is a clue. A cold band on a thermal image is a clue. The plugged holes from a 2004 fill are a clue that a job happened, not that the gap is dry.

A surveyor puts a borescope through a small hole and looks. Dry, empty, dark: a fill can still be a conversation. Dry fill that has sat down: that is a different problem, and the live piece on the cavity fill that turned into a croissant is that conversation. Wet: stop. Water on the back of the outer leaf. Green on a tray. A wall tie wearing a beard. Beads already in there, dark and clumped, holding a drink.

If the person quoting you will not look with a camera, they are quoting a hopper. Hoppers do not get grants. Cameras do. Do not let anyone pump beads into a cavity that is already a pond. You have not insulated the house. You have stuffed a sponge into a sandwich and asked it to be a coat.

If the cavity is a fish tank, the next wall is a wrap

The adult next step is not “fill it harder.” A clean, dry, empty cavity can still be a fill. This cavity is wet. Filling it traps the wet. Leaving it wet leaves the heat a corridor and the inner leaf a science project.

External wall insulation Dublin, on a house whose cavity is a fish tank, is not a second opinion. It is the coat that sits outside both leaves. The wrap does not live in the pond. It lives on the weather side of the weather. The wet cavity can stay unemployed while a second wall does the work.

That used to be a grant dead-end if you had already used the cavity ticket. The door moved. From about 2 March 2026, Better Energy Homes lets a house that already had a cavity grant apply for a second wall measure. The government announced it as a second chance at the wall. SEAI’s homeowner application guide is the fork you should trust over a group chat.

If you previously received a grant for cavity wall insulation, you can apply for internal wall insulation or external wall insulation. The cavity ticket does not lock the door. A wet 2004 fill is, in 2026, a wrap conversation.

If you previously received a grant for internal wall insulation — dry lining — you can apply for external wall insulation only. If you previously received a grant for external wall insulation, you cannot apply for a second wall insulation measure. The wrap was the wall. Cavity then IWI or EWI. IWI then EWI only. EWI then stop.

The money, without folklore

These are the current individual-grant figures. They are fixed by house type, not a percentage of a quote.

If someone is still selling you a cavity fill, the cavity numbers exist. Standard: apartment €700, mid-terrace €850, semi-detached or end-of-terrace €1,300, detached €1,800. A wet cavity is usually not a cavity job. The camera will say so. Do not spend a cavity grant on a sponge.

The wrap — external wall insulation — is €3,000 for an apartment, €3,500 for a mid-terrace, €6,000 for a semi-detached or end-of-terrace, and €8,000 for a detached house. Internal wall insulation — dry lining — is €1,500 / €2,000 / €3,500 / €4,500 across those same four house types. Sometimes lining is the right second wall, because the front is protected. Often the wrap is the grown-up coat.

The house has to have been built and occupied before 2011. Approval comes before work. If work starts before SEAI says yes, the grant is gone. If SEAI does not approve, no work starts, and you pay nothing. That is the grant guarantee as Retrofit Dublin runs it. Retrofit Dublin is SEAI-registered. The phone is 01-233-7477. The guarantee on the insulation, when the work happens, is fifteen years, insurance-backed. RTÉ put the insulation-grant increases in the same January announcement as the wider retrofit push.

Fabric first. Then the coat.

A whole-home energy strategy is an order of operations. You stop the leaks. Then you change how you make the heat. The cheapest first move in most Dublin houses is still the hat. Attic insulation. Heat goes up. If the hat is missing, the wrap is a very expensive coat on a person who is not wearing a hat.

Then the walls. Cavity fill if the camera says the gap is clean, dry, and empty. A wrap if the cavity is a fish tank, or you already used the cavity grant and the second-wall door is open. Internal lining if the outside of the house is not allowed to change. Then the machines. A heat pump behind a wet sandwich is a very efficient device having a sad, damp time. Retrofit Dublin does home energy upgrades in that order on purpose: fabric, then systems, then the conversation about panels.

SEAI is blunt about the whole-surface rule. All external walls. Fully insulated. Partial insulation is not eligible. “Just the gable, the pond is only on the west” is not a grant sentence. Heat does not honour elevations. Water does not either.

The sponge is not a product

You can keep the quote from the hopper. It is a historical document of optimism. It is not a thermal strategy. Beads in a dry gap are a product. Beads in a pond are a sponge. The camera is the adult in the room. The fish tank can stay in the wall, unemployed, while a second wall does the work.

Do the hat. Look at the wall with a camera. If the cavity is wet, do not fill the wet. Apply for the second wall. If SEAI does not approve, no work starts, pay nothing. Phone 01-233-7477.
